This notice is about current publication of IAF statement regarding the situation in Ukraine.

It says that providing certification/accreditation service to sanctioned entity (defined in the statement) should be prevented, 

and if IAF members violated this, IAF would take action, including suspension or withdrawal of the IAF membership.
